Forget about 12v to 24 volt charger, way too complicated and if you can find one it'll cost you, stick with using the inverter and a mains charger.
Can you find the Ah capacity of the scooter battery? I suggest choosing a charger of around 30% and not exceeding 50% of the Ah rate so if your battery is 10Ah or over then the 4A charger will suit.
Your inverter will easily handle an 8A charger so you have the option to go larger (and hence charge quicker) if your batter is 20Ah or greater. If the battery is 15Ah then go for a 6A. Sized like this you'll go from flat to full in around 3 hours.
