Unless its shoot blasted and 2 packed epoxy zink rich primed it will rust very soon though you are going the right way with things & love the pickys,good luck. Ps 2 pack acid etch for alloy wall sides not red oxide.

You can have rear facing seats with belts & must have head rest,mine has six seats the middle ones swivel 360deg but only lock forward and back but will not lock at 90deg as this is now a no no when driving.

Yes should be ok with ins ,remember lap belts in front centre seat ok provided the person cannot strike the windshield or dash though i would never use lap belts even in rear as folk would break there neck. Also the under plates must be correct if van is younger than 2006,get building me lad.
