I thought maybe the foil bubble wrap type insulation for the steps, then add ply.Any exposed metal work will be somewhere for condensation to form. Even the heads of the screws though the battens! It can be a laborious task. Try to use only closed cell insulation. Any wool or fibrous material will hold water in time. I’ve used pu foam board to fill the big voids and self adhesive foil faced foam to cover everything else, I think I still have more than half to do. It depends on the weather conditions you plan to go out in. Btw don’t forget to paint the ends of the screws underneath.

Build up the marked area with laminated plywood to the height of the other battens and screw down, infill with kingspan, floor over with whatever floor material you're going to use. Check where your rear doors rear face comes too on the floor in relation to the marked area, you may have to move it back a bit to allow doors to close proper. I would insulate the step.
