advice for plastic jerry can outlet

I've got one of these type containers fitted for my grey waste:

does anyone know if there's a way to fit an outlet to the bottom so I can empty it out, or will I just need to keep pulling it out to empty it (ooh er mrs) bearing in mind I can't get my hand inside it to tighten anything up.

Yes you can cut a hole and plumb in a plastic sink waste pipe. Go down to Wickes or any of the builders merchants and look at plastic sink waste fittings and pipe to see what is available. You could cut a flap at the top to get your hand in tighten up the internal nut on the fitting, and then tape up the flap with duct tape. (if it's right at top, it doesn't need to be water tight.

If you use a tank overflow fitting you should be able to make up a "spanner" from a length of wood, which will be strong enough to hold the backing nut while you turn the fitting to tighten it. I've used this method and it's not as difficult as you would think.
